Mr. James "Jim" Fraser, IV., 86, passed away on September 29, 2025.

The family of James Gilbert Fraser IV (Jim), age 86, is deeply saddened to announce his passing on September 29, 2025 in Tega Cay, SC. Mr. Fraser is predeceased by his wife of 56 years, Joanne Giallombardo Fraser and daughter Alison Dunham, and two sisters Jean Busch and Ann Halubka. He is survived by two sons James G. Fraser V (Allison) and John K. Fraser. Jim is also survived by five grandchildren: Grant, Joshua, Nicholas, Isla, and James G. Fraser VI.

Jim was the son of James G. Fraser III and Marion (Doey) Kimball. He was born and raised in Billings, Montana, the son of an accountant and librarian. After an early professional career at I. Magnin & Co. in San Francisco and as an artistic contributor for Walt Disney, he returned to Billings where he graduated from Eastern Montana State University. From there, he pursued a career in education, beginning with a teaching role at a primary school in England, where he met and married his wife, Joanne. They went on to teach together at the Karl C. Parrish School in Barranquilla, Colombia, South America, and earn Doctoral degrees in education from the University of Alabama.

Jim retired from the University of South Carolina after a 28-year career as a professor in the College of Criminal Justice. While there, he established the Office of Agency Research and Service working closely with the Scottish Police College, the South Carolina Law Enforcement Officers Association, and the South Carolina Law Enforcement Division.

In addition to being a longtime member of the Rotary Club at Five Points, Jim was a man of many talents and appreciations including: artistry, history, engineering, storytelling, woodworking, and jazz music. He was also an automotive enthusiast as a member of the Ferrari Club of America and an avid collector of vintage model cars. Jim will be missed for his charm, good humor and sharp wit; his strong work ethic, integrity, and principled nature; and most of all he will be missed for his wisdom and his thoughtfully supportive guidance.

A celebration of Jim’s life will be held on Saturday, November 8, 2025 in Columbia, SC.
